- All commissioned officers, serving and retired, of the Armed Forces, who are authorized canteen facilities. This category includes Honorary Commissioned officers.
- Widows of defence service officers, who are authorized canteen facilities, are eligible to purchase cars from Punjab, Haryana and Rajasthan.
- All GREF and Coastal Guard Officers
- One of the parents of deceased or missing officers from border (Letter from Govt. of India (Ministry of Defence) is the valid authority in this regard)
- Equivalent status civilian officers/officers of CSD who are authorized canteen facilities. (Only in Southern states)
- Short service commissioned officers, who are authorized canteen facilities, with five years or more service
- EC Commissioned officers with less than 5 years service with sanction from QMG branch.
- Serving JCO's are entitled car upto 1400 cc.
- In theft case officer can purchase before expiry of 4 yrs period, with sanction from QMG Branch.
- Ex - Service JCO'S will be entitled to get cars through CSD w.e.f 1ST Jan 2009.

- Purchase power will be entitled to purchase car after the stipulated period

- Hony Commissioned JCLs/Eqvlt Inc Retd -7 Years and upto 1400 CC
